The Heat and Power Plant, after its separation from the Elbląg Power Plant JSC (Elbląskie Zakłady Energetyczne S.A.) in Elbląg, since 3rd February 1997 has been functioning as an independent business entity called "Heat and Power Plant Elblag LLC.” (“Elektrociepłownia Elbląg" Sp. z o.o.)
The plant started its business activity in the 1920s. First facilities started operating just after 15 months from their construction, in spite of the fact that on account of the severe winter of 1927/1928 few months were lost. The construction of Power Plant in Elbląg was completed in 1928. The power plant possessed 4 boilers with dust furnaces, 2 turbine sets with the power of 8 and 10 MW, as well as dust central preparation device with two independently operating mills. The cyclones were used as dust collecting devices. Production operations of the Power Plant were based on combustion of any kind of stone coal.
Within the years 1936-41, the power plant was extended with a turbine set with the power of 20 MW. In those days it was one of the biggest power plants at the Polish Seaside. However, in consequence of war operations the power plant was considerably destroyed.
In 1945, an enterprise called the Pomorski District Power Plant – Power Plant Elbląg was established. Soon it changed its name for Mazurski District Power Plant – Power Plant Elbląg.
The start-up of the reconstructed Power Plant in Elbląg took place in June, 1946, and its power amounted to about 20 MW. Within the years 1953-56, the power plant was extended to 80 MW electric power. 3 steam boilers OP-130 were installed with total thermal power of 293 MWt, as well as 3 turbine sets with total electric power of 62 MWe.
As a result of the growing demand of the city of Elbląg for heat in water and steam, in the 1960s the power plant was modernized and adjusted to operate as heat and power plant (production of cogenerated thermal energy). At the same time, dust collecting devices were modernized (installation of electrostatic precipitators), in order to increase small efficiency of duct collection. After modernization, the plant started business activity with the name Heat and Power Plant Elbląg. In this time heat distribution network was constructed in Elbląg, and the Heat and Power Plant Elbląg gradually took over the covering of heat demands of the whole city from the local heating plants.
The appliances producing electric energy as well as the appliances producing thermal energy have been modernized for the whole time of the plant activity.
Till 31st December 1979, the Heat and Power Plant was an independent plant in a multi-plant enterprise called Power Plants of the North District Bydgoszcz. Within the years 1980-1996, it functioned as a part of Elbląg Power Plants, and since 3rd February 1997 it has been functioning as an independent business entity called "Heat and Power Plant Elblag LLC.” (“Elektrociepłownia Elbląg" Sp. z o.o.)
